Add pipeline tag, library name, and paper link

This PR adds the pipeline_tag, library_name, and a link to the paper to the model card. The pipeline_tag is set to image-to-text because the model takes an image as input and produces text output related to image quality. The library_name is set to transformers because the provided code uses the transformers library.
