Clarification on UGI score

How exactly does the UGI score relate to its categories? In this example Nevoria has a higher score in all 3 categories (unruly, internet, and political) than Sapphira, yet Sapphira has a higher UGI score.
Those were just 3 sections that a lot of the ugi questions fit into. There are other questions that didn't fit into any of those groups. But yeah, that is pretty confusing. I should probably rework that to have a way for all questions to be able to be fit into a set of categories.
