Add Model Card and Metadata

This pull request adds a basic model card with essential metadata and fills in the missing information in the template README. More detailed information (abstract, usage examples, evaluation results, etc.) should be added as soon as possible to improve the model card. I've assumed an MIT license and text-generation pipeline tag based on the file structure. Please update with the correct license and details as soon as they are available.
